The head of investigations at the Directorate of Criminal Investigations (DCI) Samuel Nyabengi is among the 12 officers forcibly retired in the latest purge by the National Police Service Commission (NPSC) vetting panel. The 12 were sacked because of alleged discipline and integrity issues, financial impropriety, abuse of human rights and engagement in criminal activities. Former police spokesman, who is currently the head of safety and security at the Kenya Airports Authority (KAA), Eric Kiraithe is among the nine senior police officers whose fates remains in the balance until NPSC chairman Johnstone Kavuludi conducts further investigations on them.
Kavuludi made the announcement as he released the results of the vetting exercise of officers in the ranks of Senior Assistant Commissioners of Police (SACPs) and Assistant Commissioners of Police (ACPs) yesterday. Others who failed the mandatory eligibility threshold, alongside Nyabengi include Joseph Musau, based at Administration Police headquarters, Commandant of CID Training School Peter Mwau Muinde, Vihiga CID County Commander Immanuel Karissa and Deputy Director Logistics directorate Stephen Kiptum.
Nairobi head of operations Wilfred Mbithi, Kakamega AP County Commander Paul Onyango, head of Staff Operations in Nyeri Sharif Abdalla and deputy Commandant at Loresho Kenya Police Training College Alexander Munyao also faced the axe. Kajiado County Commander Stanley Tito Kilonzi, Dadaab security commander Roba Kalicha and in charge of staff training at Vigilance House David Birechi were also retired. Some of the 12 failed the competence and suitability test, while others did not meet the mandatory requirements for retention.
“Out of the 166 officers of the ranks of SACP and ACP vetted, 12 have been found unsuitable to continue serving in the National Police Service and will therefore be removed. Nine officers will be called for further clarification, ” Kavuludi said at the DCI Training School in Nairobi’s South B. Speaking at the event, Inspector General of Police David Kimaiyo urged the police officers to face the vetting exercise with “an open and positive mind”.
Those who sailed through the vetting process will be appointed to the Senior Assistant Inspector General of Police, Assistant Inspector generals of Police and Commissioner of Police posts in line with the new rankings already approved by the NPSC. Alongside Kiraithe, Marsabit County Commander Washington Ajuoga, deputy director in the Directorate of Inspections Pius Baraza, head of Interpol Vitalis Okumu, deputy commander in charge of operations at the General Service Unit David Bunei Rono, David Cheruiyot based in Kisumu had their results withheld pending further probe.
